ADC feels like you have to be completing reactive as opposed to having some control over your own destiny like other roles. I may still have a huge impact on who wins because I have a lot of power, but I don't really have any agency to use it. If I try to pick my own target in a team fight instead of just reacting and hitting who's safe, I risk being exploded by someone that's not even ahead. I feel that just nerfing midlane power in general would be a significant buff for adcs. Reducing the AD on the item would make it a worse rush item for primary casters (thereby reducing the chance of poaching from other classes, like assassins) but still buildable on dedicated basic attackers. This passive would reduce the variance between crits and non-crits, boosting your consistent damage early in the game while keeping the late game scaling. That passive ratio is easily tweakable as well. With 50% crit, base attacks would do 110% total AD, and crits would do 220%. Lower the AD on IE to 65, keep the 25% crit chance, and change the passive to something like “basic attack damage is increased by 1% for every 5% crit chance.” This would make your base auto attacks with an IE (25% crit) do 105% total AD, and crits would do 210%.
